(Al-Hijr) 15 : 56
قَالَ وَمَنْ يَقْنَطُ مِنْ رَحْمَةِ رَبِّهِ إِلَّا الضَّالُّونَ
He said: "And who despairs in the Mercy of his Lord except the strayed?"
The cursed and wrath happened hypocrites and the strayed followers are desperate upon the Mercy-Adhikr-as explained in verses 1: 7 and 60: 13. So whoever didn’t testify Adhikr, he will be dragged prone on their faces into Hell, those are in the worst place and are the most strayed as told in verse 25: 34.
